About Fire Protection District No. 13
Fire Protection District No. 13 was established through the redistricting of Fire Protection District No. 2 by Ordinance No. 88-949, adopted on June 16, 1988, by the parish council. This redistricting created a new district that includes all areas north of Interstate 12, including Interstate 12 itself, and excludes the Flower Estates Subdivision.
The legal boundaries of District No. 13 are defined by metes and bounds as set forth in Section 14-81 of the Parish Code of Ordinances.
Originally, Fire Protection District No. 2 covered all of Ward 1. The 1988 ordinance split it into two separate districts:

District No. 2 (southern portion of Ward 1)

District No. 13 (northern portion of Ward 1)
Board of Commissioners
Fire Protection District No. 13 is governed by a five-member Board of Commissioners.

Four members are nominated and appointed by the Parish Council

One member is nominated and appointed by the Parish President
The board is responsible for overseeing the financial, operational, and administrative functions of the fire district, ensuring that it meets the emergency service needs of the community.

Jorge Fernandez has been a resident of St. Tammany Parish for over 25 years. He is a graduate of Bonnable High School and attended Phillips Jr. College.
Jorge has been married to Mrs. Jeralyn Fernandez for twenty-nine years. They have two children and one grandchild. He is the Service Manager at Southeast Business Systems in Hammond, Louisiana.
Jorge has served St. Tammany Parish Fire District No. 13, Goodbee Fire Dept. for over 22 years as both a volunteer firefighter and as a Board Member.
In his free time, Jorge enjoys saltwater fishing.
